Environmental Legislation in Finland sets extensive obligations for companies regarding environmental impacts and environmental risks. At EU level, the Industrial Emissions Directive (2010/75/EU) regulates the prevention of industrial emissions and permitting. At national level, the key act is the Environmental Protection Act (527/2014). In addition, there is a wide range of more detailed legislation on how different sectors must prevent environmental impacts and risks.
Environmental and water permitting procedures, separate studies related to permit applications and permit conditions are the main requirements that place demands on operators. Almost all industrial activities and water related projects require either an environmental permit or a water permit. Smaller scale activities with lower environmental impacts must be registered or notified separately. The studies required for permits often call for specialised expertise on impacts on water bodies, soil or air quality.

Compliance assessment (compliance audit)

Baseline study
In permitting procedures for installations covered by the Industrial Emissions Directive, a one off baseline report on soil and groundwater must be prepared, or an assessment made of its necessity.
BAT assessment
A BAT assessment is required when the EU publishes BAT conclusions for an installation covered by the directive. The assessment is often attached to the environmental permit application.
