Forest Reindeer Survey
A forest reindeer survey is an important part of responsible planning and land use in areas that include habitats and migration routes of the forest reindeer (Rangifer tarandus fennicus), a species listed in Annex II of the EU Habitats Directive and classified as near threatened in Finland.
The survey supports the implementation of wind power projects, zoning processes and other development plans in a way that respects biodiversity and meets regulatory requirements.

Where do forest reindeer live in Finland
Forest reindeer habit three main regions in Finland:
- Kainuu
- Suomenselkä (Central Finland, Ostrobothnia, South Ostrobothnia, North Ostrobothnia)
- Pirkanmaa ja Satakunta
When can a forest reindeer survey be conducted?
The annual cycle of the forest reindeer determines the timing of fieldwork. The species behaves and moves differently throughout the year, and this influences the suitability of each season for surveys.
- Spring migration (April to May)
- Calving period (May to June)
- Rutting season (August to October)
- Autumn migration (November to December)
- Winter grazing (December to April)
How is a forest reindeer survey conducted?
The survey includes background analysis and fieldwork. Fieldwork may be carried out in several phases to gain a complete understanding of habitat use and movement throughout the annual cycle.
1. Winter fieldwork
Winter surveys document winter grazing areas and movement routes. Observations include tracks, droppings and feeding signs. Snow conditions allow detailed monitoring because tracks are easy to identify.
2. Summer fieldwork
Summer surveys focus on calving and calf-rearing areas and potential breeding habitats. Suitable summer habitats are mapped and information on movement is refined.
3. Spring and autumn fieldwork
Forest reindeer use different areas during different seasons and move long distances between habitats. Ecological connections between these areas are evaluated. Spring and early winter surveys include observations of migration routes, tracks, animals in motion, droppings and shed antlers.
Why is a forest reindeer survey important?
The forest reindeer is a near threatened species listed in Annex II of the EU Habitats Directive. It occurs in Finland and Russia. Natura 2000 sites have been established for the species, although many habitats and migration routes lie outside protected areas. Surveys help safeguard the species by providing information that supports decisions in areas where protection status does not apply.
A forest reindeer survey helps to:
- identify and reduce project impacts
- protect important habitats
- support smooth permitting processes (EIA, zoning, construction permits)
- avoid delays and extra costs
- guide planning in an environmentally and ethically responsible way
